Open call to the polish President Bronislaw Komorowski,
GMO: The Polish 'Seeds Act'

Dear Mr. President Bronislaw Komorowski,

In conformity with the duties of the International Covenant on Civil and Political Rights (ICCPR), [1] it is our obligation to draw your attention to the “social contract” of the 18th century. The principle of this agreement is that the duties of the Heads of State will be to serve the General Interest (l’intérêt général) for all people, also known as “bonum commune”. In essence it means the protection of the collective values. Nowadays the responsibility of this duty is in the hands of the members of the “Council of Europe” in Strasbourg with 47 Heads of State, inclusive Vladimir Putin of Russia.

Regarding the Polish bill known as “The Seeds Act” that will allow the commercial planting of genetic manipulated seeds and plants to their “coexistence” with non GM plants, I request, in the interest of the culture of Europe and the interest of health knowledge of all people of Europe, to reject this bill. About our arguments and facts I inform you as follows:
It is proven that the pseudo science of GMO seeds will contaminate neighbours ground sooner or later. It means neighbours agriculture of all people. The end effect will be that everybody will get genetic modified seeds and plants in his garden against his will. This beginning of genetic manipulation will change our natural biopersity into a genetic modified biopersity. That means that all people around the whole world are losing their knowledge about the natural biopersity. A new knowledge will emerge. But, this new knowledge will than be no longer in the hands of the people, but by patents in the hands of the huge shareholders of the multinationals, who are the rich and elites of this world. In essence this will be the new Codex Alimentarius of the United Nations. Quote: “control oil and you control nations, control food and you control the people”. End quote. Henry Kissinger 1972. It is also the EU policy of Particularisme, which is in essence a new absolutism. That means the “volonté de tous” (The private will of the rich) instead of the “volonté générale” of Rousseau (The general (consent) will of the people of the Social Contract and article 6 of the first French-American rights of 1789. [2] In Polish [3]

Based on these facts and arguments it is clear that “The Seeds Act” is in contrary with the European Convention on Human Rights, providing: Article 5: Right to Liberty and Security. Article 8: Right to respect for private and family life. This includes the right of the integrity of the body. Protocol 1 Article.1 Right to peaceful enjoyment of property.
When the 47 Heads of State of the European Council, don’t respect these three articles of the human rights, there will be no justice anymore. Quote: “Without justice – what else is the State but a great band of robbers?”, as Saint Augustine once said.” End quote. The genial speech of Pope Benedictus XVI in the Parliament of Berlin on 22nd September 2011
In this case I refer to the year of the Europe Revolution 1848. It was not a revolution by the proletariat only, but also a peasant uprising. In this revolution the people got the consent democracy by the freedom of assembly for the constitutional informed consent. In quintessence, this is the “volonté générale” of Rousseau, the perfection to fulfil the duty of the social contract for serving the general interest (bonum commune) of all people.
The “volonté générale” is in quintessence the duty of the Heads of State to serve the general interest. It means the obligation to consult the intelligence (Club of thinkers) [4] of the anonymous people in advance about new laws, law changing, wars and other political questions in accordance to the constitutional informed consent like a cash register receipt from the supermarket. It means: All arguments, all facts, all figures and all expectations should be brought up, Just as it has been demanded by the movement of citizens “Stuttgart 21” (Dr. Heiner Geißler Süddeutsche Zeitung 7/10 und 13/10/10) and what the Prussian proletariat and peasants have done in 1848.
This must be the reason that Pope Benedictus XVI addressed to the German parliament in Berlin on 22nd September 2011:
Quote:” For most of the matters that need to be regulated by law, the support of the majority can serve as a sufficient criterion. Yet it is evident that for the fundamental issues of law, in which the dignity of man and of humanity is at stake, the majority principle is not enough: everyone in a position of responsibility must personally seek out the criteria to be followed when framing laws.” End of quote. [5]
When the “majority principle” is not enough than remains the “consent democracy” automatically. That means constitutional informed consent by the intelligence of the anonymous population i.e. the “volonté générale” of Rousseau, article 6. of the above mentioned Human Rights of 1789.
The “volonté générale” is the only way to fulfil the obligation between citizens and Heads of State (government) to serve the general interest (“intérêt général”), the principle of the social contract. In other words: this is the only way for the constitutional informed consent to protect collective values, as agreed during the radical enlightenment time in the 18th century. It means: the General will of Rousseau “la volonté générale”, instead of the private interest “intérêt particulier” by friend services of lobbyists and political parties: the “volonté de tous”.

We are afraid that we need a European revolution again for regaining the criterions of the volonté générale as has been forced by the proletariat in 1789 and 1848. But his time not only by the proletariat and peasants but also by the bourgeoisie. Please be so kind and see also the letter of the Foundation for the prevention of Abuse of Genetic Manipulation (VoMiGEN) to Mr. Herman van Rompuy/EU-President.
We are looking forward to your answer, regarding our request to reject the GMO Seeds Act, we remain most sincerely, your servant of the common interest*.

Quote: “Realizing that the inpidual, having duties to other inpiduals and to the community to which he belongs, is under a responsibility to strive for the promotion and observance of the rights recognized in the present Covenan.” End quote “Realizing that the inpidual, having duties…” means al the inpiduals inclusive the 47 Heads of State of the Council of Europe in Strasburg. This is the quintessence of the volonté générale (informed consent)
[2] QUOTE: The general meeting for the Rights of Human beings took place on the 27th. of August 1789. This was proposed by Lafayette, who was impressed by the declaration of independence of the USA. In article 2 there will be found the rights of freedom, property, safety and resistance by repression. Art. 6: This article settles the General Will. However, herewith is meant the General Will of Rousseau (La Volonté Générale), not the will of principle of the majority. END QUOTE. Dietrich Schwanitz, “Onderwijs. Alles wat wij moeten weten.”

Artykuł 2 brzmi: „Prawami tymi są wolność, własność, bezpieczeństwo i opór przeciw uciskowi”. Artykuł 6 mówi: „Prawo jest wyrazem woli ogółu” (tu volonté générale [wolę ogółu] przedstawiono w rozumieniu Rousseau a nie jako „wolę większości” [narodu]).
